Prop 38 introduces a fresh model for medical research funding, establishing a collaborative statewide network that pairs competitive research grants with a world-class immunology institute designed to accelerate the transformation of discoveries into life-saving treatments and cures. Half of the $8.4 billion will go toward competitive grants at California universities and nonprofit research institutions; the other half will fund a nonprofit immunology institute linked to the University of California, which can unite leading scientists, technology, laboratories, patients, and clinical trials. The California Department of Public Health will choose an eligible institute based on strict criteria. Prop 31 also mandates collaboration among grantees so that discoveries, expertise, and best practices are shared across institutions instead of being isolated.
Prop 38 further contains strong accountability and taxpayer safeguards. State administrative costs are limited to 2%, all spending is subject to public disclosure and independent financial audits, and funds may only go to eligible California universities and nonprofit medical research institutions—not to pharmaceutical companies or other for-profit entities.
