Aspire Rejuvenation brings legal stem cell therapy to Orlando under 2025 Florida law

Floridians who once traveled to Mexico or Colombia for regenerative treatment can now receive physician-administered stem cell therapy in the state.

For years, patients seeking stem cell procedures have looked beyond U.S. borders, but a significant shift occurred last year when Florida lawmakers cleared the path for these treatments to be performed within state lines. The new legal framework has brought the therapy closer to home, and one Orlando clinic is now positioned at the forefront of this change.

For years, people have been going to Mexico or Colombia to get stem cells done. They're available here in Florida now, and they're legal here. Most people still don't know that.”— Tomo MarjanovicORLANDO, FL, UNITED STATES, October 21, 2026 /EINPresswire.com/ — Aspire Rejuvenation is offering stem cell therapy at its Orlando clinic under a Florida law that allows licensed physicians to perform stem cell therapies not yet approved by the U.S. Food and Drug Administration for orthopedic conditions, wound care and pain management. The treatment is given as a single in-office injection by a licensed physician.

The legal groundwork for this service was laid with the passage of Senate Bill 1768, which received unanimous support in the Florida Legislature and went into effect on July 1, 2025. The legislation sets specific guardrails for how the therapy is administered: stem cells must originate from FDA-registered facilities with recognized accreditation, each patient is required to sign a consent form acknowledging the therapy has not received FDA approval, and the use of cells derived from aborted fetuses or embryos is strictly prohibited.

Aspire Rejuvenation sources its perinatal tissue allografts from placental membrane, umbilical cord tissue and amniotic membrane, all donated after healthy, full-term cesarean deliveries with the mother's explicit consent. The clinic emphasizes that no embryonic tissue is used, and all tissue is obtained from FDA-registered laboratories.

"For years, people have been going to Mexico or Colombia to get stem cells done," says Tomo Marjanovic. "They're available here in Florida now, and they're legal here. Most people still don't know that."

Before any procedure is considered, every patient undergoes a consultation that covers medical history, imaging results and treatment objectives. Marjanovic, who founded Aspire, is not a physician and does not diagnose, prescribe or treat patients. Instead, clinical care is directed by Dr. Joseph Clark, a licensed physician, working alongside Aspire's team of licensed nurse practitioners. The procedure itself typically lasts between 30 and 60 minutes, with follow-up visits scheduled afterward.

Marjanovic's background includes more than 12 years in law enforcement across Ohio and Florida, retiring in October 2018 with the Public Safety Medal of Valor. He launched Aspire Rejuvenation the following year. The organization also provides stem cell therapy at its Pennsylvania locations in the Pittsburgh area and Ebensburg.

Why it matters: This development signals a broader trend of states creating regulatory pathways for advanced medical treatments that remain outside federal approval, giving patients more options without leaving the country. As more clinics like Aspire Rejuvenation establish themselves under these laws, the landscape of regenerative medicine in the U.S. is likely to evolve, potentially influencing how other states approach similar therapies.
