Proposed Law Would Unite Sector Leaders and Federal Agencies Around Feasible Recycling Strategies

(PPI), the North American trade group representing more than 200 firms in the plastic pipe sector, declared its endorsement today for the Tracking Plastic Act of 2026 (S. 5182), a bill introduced by U.S. Senators Adam Schiff (D-Calif.), Jeff Merkley (D-Ore.), Ron Wyden (D-Ore.), and Cory Booker (D-NJ).
The measure would create a federal working group tasked with producing recommendations on recycled plastic content—covering areas such as measurement, traceability, reporting, data collection, and ways to boost post-consumer resin usage.

The bill specifically names construction and infrastructure among the sectors the working group will consider when developing recommendations for measuring and reporting recycled content. It also instructs the group to examine standardized data collection, domestic markets for recycled plastics, the use of post-consumer resin, and ways to harmonize recycled-content tracking methods across different states.
The bill’s sponsors welcomed PPI’s backing. “Establishing a reliable system to track recycled materials will give Americans trustworthy information about the plastics in the products they purchase,” said Senator Schiff. “Consumers deserve the truth when making choices among competing products. I’m grateful to have the support of the Plastics Pipe Institute in our push to protect consumers through a standardized tracking process for recycled materials. This legislation will crack down on companies that mislead the public on their reporting of recycled plastic content.”
