A specialist in maritime disaster economics and port recovery has joined Crisis Lab’s Advisory Board to bolster its programs and intelligence offerings.

In this role, Merten will act as a strategic adviser, providing senior-level peer review of intelligence products, offering guidance on programs and product development, and facilitating introductions within his network of maritime and emergency management professionals.
Merten is the Founder and Principal of The Merten Group, LLC, a Portland, Oregon‑based maritime crisis management consultancy. He formerly served with the U.S. Coast Guard at Sector Columbia River, where he oversaw Marine Transportation System recovery and port reopening efforts, and chaired the Oregon Federal Executive Board’s Crisis Continuity Coalition Committee. He also teaches as an Adjunct Professor at Clackamas Community College and is pursuing a PhD in Economics at the University of Antwerp, focusing his research on the economic impact of marine disasters on ports and supply chains. Merten created the Port Recovery Index, a tool that evaluates a port’s absorptive, restorative, and adaptive capabilities following a disruption.
As an adviser, Merten will review pre‑publication materials from the Intelligence by Crisis Lab series, offer input on program and product development within his area of expertise, and make introductions to institutional partners and qualified subject‑matter experts.
